In the video clip seen and verified by this writer, obtained from the official Facebook page of President William Ruto, the Head of State is seen at one point spitting something from his mouth before removing it with his hand.
That aside, Ruto said in his speech that Kisii County will be a centre of interest as Kenya moves towards first-world status.
He stated that billions of shillings set aside by his government will be used to improve the lives of residents through energy, agriculture, housing, among other sectors.
"Hapa Kisii, bado kuna sehemu nyingi bado kuna giza kwa sababu stima haijafika.
"Tumesema kama serikali, Ksh 2 billion pesa ya serikali kati ya sasa na next year June itakuwa imetafutwa. Tunataka kuifanya Kisii iendelee na mbele pia," Ruto said.
